In 2004, the Department of Human Services released Strengthening
palliative care: a policy for health and community providers 2004-09.
The policy aims to strengthen service delivery for people with a life threatening
illness, their families and carers and outlines a number of principles
to guide the provision of services in Victoria. The current palliative care system incorporates a range of services including
inpatient and community palliative care services, hospital consultancies,
specialist statewide services and day hospices.
To implement the policy and further integrate the
palliative care service system, the Department provided
funding to specialist palliative care
providers (community,
inpatient and consultancy) and established eight regional consortia
consisting of the funded palliative care services, based
on departmental regions.
The Eastern Metropolitan Region Palliative Care Consortium
(the Consortium) was established as one of the eight regional
consortia. The EMRPCC operates
as
a partnership with a memorandum of understanding between members.
Vision Statement
The Consortium’s aspiration is that Eastern
Metropolitan Region residents with a life threatening illness,
their families and carers have access to a high quality
palliative care system that fosters innovation, provides
coordinated care and support that is responsive to their
needs.
Consortium Structure The
Consortium membership is drawn from 3 agencies (Eastern
Health, St Vincent’s /Caritas Christi Hospice and
Eastern Palliative Care), further supported and strengthened
by palliative partnerships with Royal District Nursing
Service, Divisions of General Practice and Fernlea House.

Eastern
Metropolitan Region comprises the 7 municipalities of:
- Boroondara
- Knox
- Manningham
- Maroondah
- Monash
- Whitehorse
- Yarra Ranges
The Eastern Metropolitan Region covers from inner eastern suburbs
through to outer metropolitan suburbs, semi rural towns and
rural areas. Large sections are occupied by National Parks and
other
areas are being used for agricultural purposes. The region
has approx 975000 people with about 9% of the Victorian Aboriginal
Community residing within this region.
